Default Getting the IMB after your villa has been constructed

I wonder why people go through with building a villa here in Bali even if they don't have the building permit (IMB).

    From the Bali Times:

POLICE, city guardians (Satpol PP) and tax officials inspected a new foreign-owned villa complex in Seminyak on Monday that they claim does not have a building permit (IMB), has not registered as a foreign investment firm (PMA) and has not paid tax. The Australian owner was overseas.

Bali Yarravillas, located along an alleyway near the popular Bintang supermarket, opened last December and has been receiving staying guests, despite not having a license to trade, Satpol official I Nyoman Sujana told reporters during the inspection.

Owner John Westbury and manager Rudy Wicaksono were in Australia and planned to return to Bali on February 26, villa employee Ketut Budartawan said.

Budartawan told officials that he did not know anything about the legal permits for the complex.
I’ve asked [manager] Pak Rudi why the official villa name plate hasn’t been put up yet; he just said the building permit was still being processed,” he said.
Give a man a fish and he will eat for a day. Teach a man to fish and he will sit in a boat drinking beer all day.

I think after the Indonesian officials have finished with them, they won't have too much money...

Cannot believe someone would be so stupid/gullible as to build a bunch of villas for rent without getting the appropriate permits. I would suggest the ..err... payment adjustments that will be required will make the original IMB price look very cheap...

As the owner is not local I would not be surprised if they have to pull it down .

    Cheers
