Legally speaking, you should be a resident (meaning holding a KITAS or a KITAP) to be allowed to open a bank account. However, you should shop around and you may be lucky to find a bank that would be willing to bypass the law if you are opening a term deposit as a guarantee.

There is a whole section on this in the archives that discusses every aspect but it all comes down to the fact that legally you have to be a resident to do so.

I had no problems a view years ago opening a bank account without a KITAS at Permata. All other banks I tried did require a KITAS.
Unix is user-friendly, it's just picky about who its friends are

I have also opened bank accounts without a KITAS but they were opened in Lombok.

The first at BNI and the next BII. Maybe with not so many westerners living there they were not so aware of the "rules". I have since opened another account in Bali with Bank Niaga and they did require a Kitas.

No, but there are Banks, and then there are Banks. Bank Permata incidentally is now owned by Standard Chartered so it is unlikely to be slack on the regulations any longer.

What it's all about is Money laundering and "Know your customer". Indonesia is under a lot of pressure from G7 and the regulations are likely to be enforced more widely. Incidentally, I hold several Passports, one of which is UK where I grew up (Having been born in The US). For various reasons, on a recent visit to the UK, I wanted to open a UK Bank Account. Despite the fact that I hold a UK Passport, as a non-resident, it was totally impossible to open an account. So it's not just an Indonesian thing in this case.
