Elementary, my Dear Watson, he hanged himelf FIRST, and THEN tied himself hands and feet. Given that possibility, this is why Kuta Police Chief Adj. Comr. Wimboko has held his verdic.

I don't think they're making fun of him dying but of the Kuta Police Chief who says he doesn't know if foul play was involved or if he committed suicide even though his feet and hands were duct taped together. It seems improbable that he could have hanged himself with his hands duct taped together but not impossible if they were tied in front of his body.
